Inside a Council Session: What Actually Happens When 16 Agents Deliberate

Most people assume the council is a voting system or a consensus machine. It's neither. Here's the actual architecture of a deliberation — and why disagreement is the feature, not a bug.

Bottom line

The question we get most often from new users: 'Is it just asking the same AI 16 times?' It's the opposite. A NeuroAgent council session is a structured deliberation where 16 agents with distinct cognitive specializations analyze the same decision from genuinely different perspectives — and their differences are the mechanism, not the noise.

Phase one: framing.

The session begins with a framing phase. The user's input — the decision prompt, context, and any supporting information — is processed and distributed to all 16 agents simultaneously. Each agent receives the same raw input but operates under a different system prompt that defines its role, perspective, and analytical focus.

Phase two: individual analysis.

Each agent independently analyzes the decision from its assigned perspective. The CFO agent applies financial modeling. The Risk agent stress-tests assumptions. The Devil's Advocate agent actively challenges the framing itself — is this the right question to be answering? The Empath agent focuses on stakeholder experience and human impact. These analyses happen in parallel and are designed to conflict.

Phase three: deliberation.

The outputs of the individual analysis phase are synthesized into a structured deliberation: points of agreement, points of divergence, unresolved questions, and risks identified by multiple agents independently. The deliberation phase is where the value emerges — not from the average of the individual positions, but from the structure of their disagreements.

Phase four: synthesis and recommendation.

The synthesis agent processes the full deliberation and produces a structured recommendation: the recommended action, the key supporting rationale, the primary risks, the dissenting view, and suggested next steps. This recommendation inherits the quality of the deliberation — it's not a summary of a single perspective, but a position that has been stress-tested by 16 different analyses.

What you see.

Users see the full council: each agent's contribution, the key tensions, the recommendation, and the option to drill into any agent's reasoning. The transparency is intentional — understanding why the council recommends what it does is as important as the recommendation itself.

The session takes 2 to 4 minutes. The alternative — a leadership meeting to work through the same deliberation — typically takes 2 to 4 hours. And unlike the meeting, the session produces a documented artifact you can search, share, and build on.
